U.S. President Joe Biden's nominee for ambassador to the United Nations was skeptical of India's future as a permanent member of UN Councilcil.  On Wednesday, Linda Thomas-Greenfield did not explicitly state support for the new US administration for India's membership.

The previous administrations of Doland Trump, Barack Obama and George W. Bush would have given the highest priority to India's proposal to become a permanent member of the council.

Thomas-Greenfield completed 35 years of experience working abroad before taking office.  During his confirmation hearing before the Thomas-Greenfield Senate Foreign Relations Committee, lawmakers said it was a matter of ongoing discussion.

"Do you think India, Germany, Japan should be (permanent) members (of the UN Security Council)," Senator Jeff Merkel from Oregon said when asked about the US ambassador to the United Nations

Biden has nominated it as a cabinet-ranking position.

"I think they have had some discussions about being members of the Security Council and there are some solid arguments for that," he said.

‘But I also know there are many more in the region who should be representative of their region,’ he said, referring to an ongoing discussion, ‘he said, referring to the consensus of the Coffee Club or United.

Coffee clubs from countries such as Italy, Pakistan, Mexico and Egypt have opposed the permanent membership bill in India, Japan, Germany and Brazil.

President Biden pledged his support to India as a permanent member of the UN Security Council in his election campaign last year.

"The Obama-Biden administration has officially announced US support for India's membership in a revised and expanded UN Security Council, citing India's growing acceptance on the world stage," the Biden Campaign's Indo-American Policy said last August.

Thomas-Greenfield, in response to another question, voted in favor of reform in the UN Security Council.  India is currently its non-permanent member for a two-year term starting in January this year.

‘I think there is a general agreement across the board that the Security Council needs reform.  It remains to be seen how these reforms will be accomplished.  Did you know that a few years ago we moved from 11 to 15 positions and are trying to take steps for more permanent members and change the number of those members?  ‘Negotiations are ongoing,’ he said.

He was responding to a question from Senator Merkley.

‘I wanted to start by asking myself about the Security Council.  At the same time, China and the Russians often act as steamers of the Security Council.  He said the Security Council was constantly declining in the geopolitical landscape, not including India, Germany and Japan as permanent members.

‘How do you approach the question of the Security Council?  How do you think it probably needs to be reformed?  How do you believe it can be made more effective, 'Merkel asked.
