An "unprecedented" winter storm struck Monday, killing at least three people, leaving millions of people in Texas without electricity due to heavy snow and ice and causing havoc in most parts of the United States.

  According to the National Weather Service, more than 1.5 million people were on winter storm warning, winter weather warning or ice storm warning in 25 states up to 2,000 miles from South Texas to North Maine.

   At least three people died on Monday.  The Louisiana Department of Health said the 50-year-old Lafayette Township resident fell on the ice and was hit in the head severely on the ground.

  

  One died in various accidents in Kentucky at noon, one on Interstate 64 and one on I-75, Transportation Secretary Jim Gray said in the afternoon.

  Louisiana streets were similarly treacherous.  John Bell Edwards told a news conference Monday evening that state police had more than 150 traffic accidents causing the situation to be moderate to severe as a mixture of snow, soft and icy rain.

  The Texas Electrical Reliability Council, or Ircot, began a whirlwind of power outages Monday, with thousands near Dallas and Houston without power for a short time as temperatures dropped among teenagers.

   "We are urging Texans to provide security first," the council tweeted as it called on residents to reduce their electricity costs.  In severe winters ERCAT manages the flow of electricity in the state’s electricity needs.  Motiva reports that Port Arthur, Texas has closed its refinery due to "unprecedented" freezing on the Gulf Coast.

  Matt Verbal, of the Dallas The Las Colinas suburb, told the Dallas Morning News that its power went out several times Monday morning.  The second time he went out at 3:30 in the morning and never came back after 7:00

   "My house was starting to get very cold," Verbel told the newspaper.  “I’ve lived in the North for a long time and nothing has happened before while living in New York, Ohio and Illinois.

   Texas Gov. Greg Abbott, Oklahoma Gov. Kevin Stitt and Arkansas Gov. Asa Hutchinson enabled state agencies to assist state agencies with the task of rescuing terrified drivers.

   In a statement, President Joe Biden declared a state of emergency in Texas and directed federal assistance to assist state and local response efforts.  The statement said the Department of Homeland Security and the Federal Emergency Management Agency would coordinate disaster relief and provide assistance, equipment and resources to those affected by the storm.

  

   Although snowfall in Texas was expected to stop on Monday, heavy snow and icy rain is expected to move northeast from the Mississippi and Ohio Valley, the weather service said.

  

  "A large part of the Ohio Valley and the eastern Great Lakes of northern New England are forecast to receive 6 to 12 inches of snow," according to the Meteorological Service.  More than 2,400 cancellations are forecast for Tuesday.  Houston's George Bush International Airport has closed Monda Y tomorrow due to ice on the runway and will remain closed until Tuesday afternoon.  Augustine-Bergstrom Int
