New Delhi- On Saturday, the Home Ministry issued new guidelines for Unlock 4.0.  All other instructions and rules will be applied outside the content zones at Unlock 4.0 level as per the guidelines.  However, strict implementation of lockdown in content zones must be ensured by September 30, 2020.  In Unlock 4, which will be effective from September, 2020, the opening process has been gradually extended.  The new guidelines issued today are based on feedback from the United States and Union Territories and extensive consultations with relevant ministries and departments.


Salient features of the new guidelines of Unlock 4.0:


  • In consultation with the MHA, the Ministry of Housing and Urban Affairs (MOHU) / Ministry of Railways (MOR) will allow Metrorail to be implemented in a graded system from September-September 2020.  In this case, Standard Operating Procedure (SOP) will be issued by MOHU

  • In consultation with MHA, the Ministry of Housing and Urban Affairs (MOHU) / Ministry of Railways (MOR) will allow Metrorail to be implemented in a graded manner from September 2020.  In this case Standard Operating Procedure (SOP) will be issued by M O H U.

 
  • Social / academic / sports / entertainment / cultural / religious / political activities and other areas will be allowed to have a ceiling of 100 people from September 21. However, such limited gatherings will be mandatory wearing masks, social distance, heat scanning and hand wash or sanitizer rules.  Will be maintained.


  • Open air theaters will be allowed to open from September 21, 2020.

  • Following regular consultations with the States and Union Territories, it has been decided that schools, colleges, and coaching institutions will be closed to students and will continue to operate regularly until September 30, 2020.


  •  Allowing online / distance learning will continue and will be encouraged.

 

  • However, the SOP will be issued by the Ministry of Health and Family Welfare (MOHFW) from September 21, 2020, only in areas outside the Containment Zones:


  • States / UTs will allow up to 50% of teaching and non-teaching staff to work in schools for online teaching / tele-counseling and related work.


  • Students in grades 9 to 12 will only be allowed to visit their schools outside the containment zones, under voluntary supervision, to seek guidance from their teachers.  This is subject to the written permission of their parents / guardians.


  • Training in skills or entrepreneurship will also be allowed at short-term training centers registered with National Skills Training Institute, Industrial Training Institute (ITI), National Skills Development Corporation or State Skills Development Mission or other Ministries of Government of India or State Governments.in unlock 4.0

  • The National Institute of Entrepreneur and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIIE) and their training will be allowed.

  • Higher research institutes only allow for postgraduate students of technical and professional programs in the field of research (PhD) and laboratory / experimental work required.


  • These will be approved by the Department of Higher Education (DHE) in consultation with the MHA, based on an assessment of the MHA's situation and considering the incidence of Kavid-19 in the State / UT.

  • All activities, except the following, shall be permitted outside containment zones.

  • Cinema halls, swimming pools, amusement parks, theaters (excluding open air theaters) and similar venues. International Air Travel
  •   Permission will not be granted without MHA approval.

  • Lockdown shall continue to be implemented strictly in the Containment Zones till 30th September, 2020.

  • The purpose of effectively breaking the chain of transmission is to demarcate the attachment zones at the micro level in compliance with the instructions of the district authorities, taking into account the guidelines of the MOHFW.


  • Strict containment measures will be enforced in these containment zones and only essential activities will be allowed.


  • Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.

  • These Containment Zones will be notified on the websites of the respective District Collectors and by the States/ UTs and information will also be shared with MOHFW.


States not to impose any local lockdown outside Containment Zones.


  • State / Union Territory Governments shall not be forcibly deployed outside the boundaries of any regulatory system (State / District / Subdivision / Town / Village level) without prior consultation with the Central Government.



No restriction on Inter-State and intra-State movement.


There will be no restrictions on the interstate and interstate movement of persons and goods.  This type of movement will require a separate permission / approval / e-permit


National guidelines for the management of Covid-19 will remain in force throughout the country to ensure social distance.  The store must maintain adequate physical distance between customers.  Effective implementation of MHA national guidelines.


Protection for vulnerable persons in unlock 4.0

Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.


Unprotected persons, such as persons over 65 years of age, co-morbidities persons, pregnant women and children under 10 years of age are advised to stay at home except for all its necessities and health purposes.

The use of Aarogya Setu mobile application will continue to be encouraged.
