 India and the United States will meet for a 2 + 2 Third Cabinet meeting on October 26 and 27 in New Delhi with Foreign Minister S Jaishankar and Defense Minister Rajnath Singh and US Secretary of State Michael Pompeo to attend Defense Secretary Mark Asp's meeting.  The talks are part of greater military cooperation between New Delhi and Washington and are significant for both India and the United States.

  ‘2 + 2 talks’ is a term adopted in foreign diplomacy to refer to discussions between the two countries ’Ministries of Defense and Foreign Affairs.  India, however, holds talks with Japan and Australia at the Foreign Secretary and Defense Secretary levels.

  India and the United States are set to meet for 2 + 2 talks - in September 2018 in New Delhi and the second in Washington DC in December 2019.  The negotiations resulted in an agreement known as the Logistics Exchange Memorandum of Agreement (LEMOA) and the Compatibility of Communications and with it the Security Agreement (COMCASA).  The LEMOA allows both countries access to each other's military facilities for refueling and refueling.  COMCASA is an Indian-specific agreement that will create the legal framework for the transfer and supply of communication security equipment from the United States to India without hindrance and access to real-time classified information from the US Navy for the Indian Navy.
