 The purpose of this campaign is to provide employment opportunities to the migrant workers affected by Kovid-19, as well as to improve the quality of life. The expedition started from Telihar village in Khagaria district of Bihar. Apart from the Chief Ministers and representatives of six states, several Union Ministers were present at the inaugural function of the campaign, which was organized through video conferencing.

The Prime Minister briefed the villagers of Telihar in Bihar's Khagaria district on their current situation through video conferencing.

The project was launched by Prime Minister Modi with a view to making a living for the migrant workers who have recently returned to their home states and villages. Also, during the lockdown, PM Modi wants to know how much these recipients are getting for all the ongoing projects for the welfare of migrant workers.

After exchanging views with the expatriate workers, Modi said the Prime Minister also described how rural India had coped with the whole situation in the fight against Kovid-19. Mr. Modi also mentioned that the determination of rural India in the fight against Kovid-19 is an inspiring example to the entire country and the world and a fitting example for the future.

The PM added that the central and state governments are aware of the welfare of the poor and migrant workers.

Referring to the Prime Minister's Poor Welfare Scheme, Shri Modi said that the program was the beginning of a "Self-Reliant India Campaign" with a financial package of Tk 1.75 lakh crore.


  Describing the day as historic, the Prime Minister said it was the beginning of a huge campaign for the welfare of the poor and their employment.

 The Central and State Governments have introduced special Sramik Express train services to facilitate the return and travel of migrant workers.

This campaign is dedicated to our working brothers and sisters, youth, sisters and daughters. Under this campaign, steps have been taken to provide employment to the workers near their homes.

The Prime Minister announced an expenditure of Tk '50,000 crore" to build sustainable rural infrastructure under the "Poor Welfare Earnings Campaign".

Shri Modi further said that 25 different workplaces have been identified for overall development and employment in the villages. These programs include housing for rural people, tree planting, drinking water supply, panchayat building, public toilets, rural agricultural markets, cattle shelters including rural roads, construction of various infrastructures such as Anganwari Kendra.

The Prime Minister said modern facilities would be provided in rural areas under this campaign. Mentioning that high speed internet service will be provided to every household in Sulve village for the convenience of youth and children, the Prime Minister said internet usage is higher in rural areas as compared to urban areas. Therefore, with this in mind, it is planned to install fiber cable for internet services under this campaign.

All these activities can be availed from your own village and by spending time with your family.

The Prime Minister said a resolution has been taken to build a self-reliant farmer self-reliant India. He added that the government has repealed many unnecessary laws and policies that would allow farmers to sell their produce anywhere in the country freely and connect directly with the sellers.

Mr Modi said farmers were being directly linked to the market system. In addition, the government plans to invest Rs 1 lakh crore to improve multiple agricultural sectors such as cold storages.

The campaign will provide 125 days of employment and various activities will be implemented on a mission mode basis.

A large number of migrant workers have returned to their homes in 116 districts of the six states identified for the operation. The six states are Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Jharkhand and Odisha. Under this campaign, Rs. 50,000 crore will be provided for the implementation of the program in 25 cases involving people.

Sector wise taken Project

The campaign will be conducted in honor of the 
12 central ministries or departments. These ministries are 
Rural Development, Panchayati Raj, Road Transport and Highways, Mines, Drinking Water and Sanitation, Environment, Railways, Petroleum and Natural Gas, New and Renewable Energy, Border Roads, Telecommunications and Agriculture. The purpose of this campaign is to provide livelihood benefits to the migrant workers returning to the village and the affected rural people.

To take up programs like construction of roads, housing, anganwari, panchayat buildings, community complexes in the villages where there is a lack of public infrastructure. The 25 areas that have been identified through the campaign. The workers of this project will get the benefit of employment for the next 125 days according to their skills. In the long run, care is being taken to provide employment to the workers.

                                                       
The "Central Ministry of Rural Development" will implement the program as the nodal ministry. The project will be run by the state government. The Joint Secretary or his senior officers will be appointed as Nodal Officers by the Center to oversee the proper and timely implementation of various programs in the districts identified under the project.
