  North Korean leader Kim Jong-un has said his country's "biggest enemy" is the United States and he does not expect Washington to take a different view of Pyongyang.

  Addressing a congress of his ruling Workers' Party, Mr Kim called on North Korea to expand its nuclear arsenal and military capabilities.

 He was ready for the plan of nuclear submarine.

  His shocking remarks came shortly after US President-elect Joe Biden took office

 

  Mr Kim's remarks are the same attempt to put pressure on the incoming government, Mr Biden will be sworn in on January 20.

  Despite minimal progress in talks on North Korea's nuclear program, Mr. Kim has met with outgoing U.S. President Donald Trump.

  In his latest speech to the Workers' Party - only the eighth congress in its history - Mr Kim said Pyongyang had no intention of using nuclear weapons unless "hostile forces" were first used against North Korea.

  He said the United States was "the biggest obstacle to our revolution and our biggest enemy ... no matter who is in power, the real nature of its policy against North Korea will never change," the state news agency KCNA reported.

  His speech included a list of weapons of mass destruction, including long-range ballistic missiles capable of launching from land or sea and "super-large warheads."

  Despite tough economic sanctions, North Korea has been able to significantly advance its proliferation of weapons.

  Earlier this week, Mr Kim acknowledged that his five-year economic plan for the isolated country had failed to meet its goals "in almost every case".

  North Korea closed its border last January after Covid was barred from entering the country.

  Authorities say there have been no Kovid incidents in the country since the epidemic began.

  Trade with China has dropped by about 80%.  Natural disasters such as typhoons and floods have destroyed homes and crops in North Korea, which is under severe international sanctions, including its nuclear program.
